Subsidy overkill: Flanders as a European case study

The European Commission provides direct financial contributions by way of grants in support of projects or organisations which further the interests of the EU or contribute to the implementation of an EU programme or policy. When subsidies are used as a policy instrument to achieve a social objective, the grant provider needs to prove the causality between the grant and the intended effects, and whether or not the grant is the most efficient instrument to achieve that objective. This study takes Flanders as a case study in an attempt to fill the gap of knowledge about subsidies.
